Who pays the Bali tourist levy, and when?
Every foreign tourist pays Rp 150,000 on each entry to Bali, arriving from abroad or from elsewhere in Indonesia, cashless only, before or during the visit. Residence permit holders and several visa classes are exempt.

Our own entry costs page said it plainly: the levy's amendment existed and we had not read it. That debt is now paid. The 2025 text turns out to change more than any travel page reports, and the changes cut in both directions, one stricter, one more practical.
The duty: per entry, from anywhere
Pasal 4A ayat (1), inserted by the amendment:
Wisatawan Asing setiap masuk ke Bali secara langsung dari luar negeri atau secara tidak langsung melalui wilayah lainnya di Indonesia wajib membayar Pungutan bagi Wisatawan Asing.
Every entry to Bali owes the levy, whether you arrive from abroad or from elsewhere in Indonesia. The tourist flying Jakarta to Denpasar pays exactly as the tourist flying in from Singapore. Read literally, a re-entry after a Lombok side trip is a new entry, and nothing official softens that reading.
Rp 150,000, cashless, before or during
The payment provision sets the amount at Rp 150,000 and requires payment secara non tunai, cashless, through electronic payment. The practical change of 2025: payment is valid sebelum atau selama berwisata, before or during the visit. The framing of a fee due on arrival is gone; paying from your hotel three days in satisfies the text.
Who does not pay
The amendment finally puts the exemption list in the law itself:
a. kru pada alat angkut; b. pemegang KITAS atau KITAP; c. pemegang visa diplomatik dan visa dinas; d. pemegang visa penyatuan keluarga; e. pemegang visa pelajar; f. pemegang golden visa; dan g. pemegang jenis visa lainnya.
Crew, residence permit holders, diplomatic and official visas, family reunification, students, golden visas, and a closing category of other visa types. What is pointedly absent: ordinary tourist visas, visas on arrival and visa free entries. If you are on holiday, you pay.
The teeth the 2023 law never had
The original Perda set a duty with no consequence. The amendment inserts Pasal 16A: an oral warning, a written warning, and
tidak mendapatkan pelayanan di Daya Tarik Wisata.
Refusal of service at tourist attractions. That is why levy checks happen at temple and site ticket desks rather than at immigration, and why the QR receipt is worth keeping on your phone.
In force, and on what basis
The amendment applies since 1 July 2025. The governor's regulation on payment procedure, Pergub 2/2024, stays in force where it does not conflict. The four payments and filings of arrival, this levy included, are totalled in everything you must pay to enter and in the visa cost calculator.
What we could not establish
- What the closing exemption category, other visa types, covers in
- practice. Read broadly it would swallow the rule; the exemption reasons
- in the text suggest it is meant narrowly. The province has not published
- an authoritative reading we could find.
- How consistently attraction desks actually check, which is a question of
- practice, not law, and belongs to on the ground verification.

An amount without a survey date is worthless. These carry theirs.

- I am flying to Bali from Jakarta. Do I still pay?
- Yes. Pasal 4A applies the levy to every entry to Bali, directly from abroad or indirectly through other parts of Indonesia. A domestic boarding pass does not change your status as a foreign tourist.
- Do I pay again if I do a side trip and come back?
- The regulation states the duty per entry to Bali. Read literally, returning from a trip to Java or Lombok is a new entry. We have found no official guidance softening this, and the portal does not address it, so treat each re-entry as owing the levy until the province says otherwise.
- Who is exempt?
- Transport crew, KITAS and KITAP holders, diplomatic and official visas, family reunification visas, student visas, golden visas, and a final category the text calls other visa types. Ordinary tourist visas and visa free entries are not in the list.
- What happens if I do not pay?
- Pasal 16A, new in 2025, sets three administrative sanctions: an oral warning, a written warning, and refusal of service at tourist attractions. Checks happen at attraction ticket desks, not at immigration.
- Can I pay in cash at the airport?
- No. The regulation requires payment secara non tunai, cashless, through electronic payment, and permits it before or during the visit. The official channel is the Love Bali portal.
