Bali airport taxi, Grab and Gojek at Ngurah Rai: who sets the fare

How much is a taxi from Bali airport?
Bali's Ngurah Rai airport publishes no taxi fare: its text, updated 12 March 2026, says taxis charge by meter or fixed rate per provider. Grab and Gojek cars pick up by app or airport counter; GrabBike does not. No current Bali fare band for app cars was found. (verified 10 September 2026)
Ngurah Rai's operator publishes no taxi fare. Its own transport text, updated 12 March 2026, says this about price and nothing more:
Taxi services are available in the airport arrival area and operate using a metered fare system or fixed rates in accordance with each provider's policy.
The Indonesian version is plainer: taxis run "dengan sistem argometer atau tarif tetap sesuai ketentuan masing-masing layanan", by meter or at a fixed rate, as each service decides. We read all six of the operator's transport entries, in English and in Indonesian, on the airport's own site. None carries a rupiah figure. The Ministry of Transportation's record for the airport lists "Taksi" and "Mobil Sewa" and stops there, with no operator and no tariff.
So the "official airport taxi price" tables that rank for this search are either a transfer company's own price list with the word taxi in the title, or figures with no source at all. The last fare schedule the airport itself put online was a meter tariff on its old site, archived from at least June 2020 and still served in November 2024. Kompas, on 2 June 2022, summarised it: a metered minimum of Rp 120,000, Rp 6,500 per km, Rp 90,000 an hour for waiting and zone surcharges of Rp 30,000 to 75,000, tolls extra. The operator's site no longer carries it.
The real airport site is ngurahrai.injourneyairports.id, where bali-airport.com now redirects. It does not rank for this search. A site calling itself "Bali Airport Guide" at baliairport.com does. It runs Google ads, a consent banner naming 210 partners and a "Book Airport Transfer Online" widget. It is not the operator.

The airport names no taxi company. Whatever provider picks you up applies its own rule, meter or fixed, so the one thing to settle before the car moves is which of the two it is.
Blue Bird appears on the Province's list of legal transport apps, a letter of 19 April 2021 that also names Grab, Gojek, Jayamahe Easy Ride and Ray Cab. That list says who may operate in Bali, not who may pick up at the airport. A claim widely repeated online, that a taxi syndicate keeps Blue Bird out of arrivals, has no official source.
The airport names two apps and only two. Of Grab, its text says the service can be booked "through the Grab application or by booking directly at the designated counter or lounge available at the airport". Gojek's GoCar Instant launched there in late September 2023 with pickup points at both arrival terminals, and the airport's management welcomed it on the record. Maxim, inDrive and other apps are not named by the airport, and no official source says whether they may pick up there.
The airport's Gojek line names GoRide, which is Gojek's motorbike product, under its Online Taxi heading. Gojek's blog, dated 24 February 2024, puts the ojek pickup "di dekat parkiran motor", near the motorbike park, a walk it gives as 10 to 15 minutes from the arrivals door, and tells riders to order GoRide from there. So a Gojek motorbike can take you from the airport. A Grab one cannot.
How long the ride takes
This page prints no minutes. The travel-times tool places Kuta and Legian in its "under 30 min" band from the airport; Seminyak, Canggu, Uluwatu, Nusa Dua and Sanur in "30 min to 1 h"; Ubud, Sidemen, Candidasa and Padangbai in "1 to 2 h"; Amed, Kintamani and Munduk in "2 to 3 h"; Lovina in "3 h and up".
What an app ride costs, and who may set it
Neither app publishes its airport charge. Gojek's help page lists Ngurah Rai among 21 places where GoCar Instant carries a location fee "untuk biaya layanan bandara", and adds "Biaya lokasi bisa berbeda di tiap bandara dan area lainnya": it varies by airport. No amount is given. Grab publishes none either, and its airport blog, published 27 May 2019, says the app fare excludes tolls and parking.
Grab's Ngurah Rai page does print one estimate, IDR 90,000 to 150,000 "approx.", for a trip from Denpasar city centre, 13 km away. The page is undated, the figure is an estimate rather than a tariff, and it describes neither Kuta nor Ubud.
The legal frame is PM 118/2018 on Angkutan Sewa Khusus, in force, amended only by PM 17/2019, which rewrote Pasal 19 on who signs licences and left the tariff articles alone. Pasal 1 angka 7 puts airport runs inside its scope: door-to-door service "dari dan ke bandar udara", "dengan besaran tarif tercantum dalam aplikasi", with the fare shown in the app. That lets an app car serve the airport. It gives no right to pick up on airport land.
Pasal 22 bounds the fare. Under ayat (1) it is "paling sedikit" the floor and "paling banyak" the ceiling: at least one, at most the other. Under ayat (2) both are set "oleh Menteri atau Gubernur sesuai dengan wilayah operasi", by the Minister or the Governor depending on the operating area. The regulation prints no rupiah figure of its own. Pasal 27 forbids the app company to set fares ("menetapkan tarif") or to promote fares below the floor.
For Bali, we found neither number. The Province's legal database, scanned from 2015 to 2026, holds no Pergub or Kepgub setting a taxi or online-car tariff. The Ministry's database, searched for "angkutan sewa khusus", returns only PM 118/2018 and PM 17/2019. Pasal 43 keeps any band set before 2018 alive until the Minister or the Governor re-evaluates it, and the last Bali figure on record is an ANTARA report of 31 March 2017: the provincial transport office saying it would, for now ("untuk sementara"), adopt the conventional taxi tariff, at Rp 7,000 flag fall, Rp 6,500 per km and Rp 45,000 for waiting, under PM 32/2016, since replaced. No instrument carrying those figures was found. We cannot call them current.
Motorbikes and the commission
Ojek fares do have a published band. KP 667/2022, in force, puts Bali in Zona I (Diktum KELIMA). Lampiran II angka 1 sets a floor of Rp 2,000 per km, a ceiling of Rp 2,500 per km, and a minimum fee between Rp 8,000 and Rp 10,000, which Diktum KEEMPAT defines as the fee for the first 4 km. At the airport the band governs GoRide. It does not come into play for GrabBike, which Grab says does not pick up there.
Its only amendment, KP 1001/2022 of 22 November 2022, rewrote Diktum KEDELAPAN: the app may charge the driver an app-rental fee of "paling tinggi 15%" and a welfare fee of at most 5%. It also inserted Diktum KEDELAPAN A, which obliges the app to report to the Director General of Land Transport on the welfare fee, and KEDELAPAN B, under which the Director General may recommend sanctions against an app that breaches the fee rules. The per-km figures did not change, and the Ministry's database registers no amendment from 2025 or 2026.
Perpres 27/2026 is reported to cut that commission to 8%. ANTARA reported on 28 June 2026 that the transport minister, Dudy Purwagandhi, gave 1 July 2026 as the start. The next day ANTARA reported him as saying that the rule the government is preparing, which the 28 June report identifies as a revision of KP 1001/2022, "hanya berlaku bagi layanan roda dua", applies to two-wheelers only, and does not yet cover app cars: in his words, "fokus dilakukan untuk roda dua". Car rules outside Jabodetabek, he said, sit with provincial governments. The cut concerns what the driver keeps, not the passenger's fare. We have not read the Perpres, and on 10 September 2026 the Ministry had registered no revision of KP 1001/2022.
Bali's own rules for app cars
Pergub Bali 40/2019, signed on 15 October 2019 and in force, governs app-based cars in the province. Pasal 4 ayat (1) huruf g requires app companies to geofence their apps in areas "dimana tersedia pangkalan berizin", where a licensed taxi base exists. It does not name the airport.
Pasal 6 ayat (3) requires the vehicle to be registered in the Province. Pasal 7 ayat (2) requires the driver to hold a certificate of domicile in the Province and to speak Indonesian, English and Balinese. Pasal 9 ayat (4) sets the sanctions for breaching Pasal 7: a written warning, a traffic ticket, temporary impoundment of the vehicle. They attach to the driver, not the passenger. The Pergub sets no tariff anywhere.
The provincial parliament passed a Perda on Angkutan Sewa Khusus Pariwisata on 28 October 2025, as Balipost reported on 3 August 2026. It has no number: the Province's database lists Perda 2025 numbers 1 to 9 and 2026 numbers 1 to 6, and none is it. In the same report I Kadek Mudarta, head of Bali's transport office, said the Home Affairs review drops the Bali domicile or identity-card requirement and the geofencing rules: "Pengaturan domisili dan geofencing di-drop." Pergub 40/2019 remains the instrument in force.
What we could not establish
- The taxi providers' own tariff. The airport leaves it to "each
- provider", and no taxi cooperative publishes a schedule we could find.
- A current per-km floor and ceiling for online cars in Bali. PM 118/2018
- Pasal 22 delegates it, and neither the Ministry's nor the Province's
- legal database holds one. A national band of Rp 3,500 to 6,000 per km
- for a region including Bali circulates in search summaries; we did not
- locate or read the decree behind it.

- ANTARA reported it. The Perpres itself we have only as ANTARA summarises it.
- The size of the airport location fee on Grab and Gojek. Neither
