The All Indonesia arrival card for Bali: how to file it, and the law behind it

How do I fill in the All Indonesia arrival card for Bali?
File it free at allindonesia.imigrasi.go.id, from two calendar days before arrival, or on landing. One QR code serves immigration, customs and quarantine. Permenkumham 9/2024 Pasal 10 requires it. No fine for the card itself; undeclared goods or cash carry their own penalties. (verified 10 September 2026)
In force since
The card is filed at allindonesia.imigrasi.go.id, the immigration directorate's own portal, or in its All Indonesia app. It costs nothing. The directorate's release of 31 August 2025: "Pengisian deklarasi kedatangan melalui All Indonesia bebas biaya."
It has been compulsory at Ngurah Rai since 1 September 2025, and at every Indonesian airport and seaport since 1 October 2025, when the directorate called it "satu-satunya yang berlaku", the only system that applies.
Filing it, step by step
- Open
allindonesia.imigrasi.go.id, or the All Indonesia app. The store - listings, which we saw in search results and did not open, name the
- publisher as Direktorat Jenderal Imigrasi. No account is needed: the portal
- offers "Submission of Arrival Card as Guest".
- Check the date. The portal accepts an arrival date no later than the day
- after tomorrow, on your phone's own calendar. A flight landing on 14
- September can be filed from the 12th. The window is explained below.
- Enter your passport details exactly as printed. The portal's instruction:
- "Make sure your information matches the one on your passport."
- Fill in the travel details and mode of transport. The law sets what the
- card must record at the least, listed in the next section.
- Answer the declaration: health, quarantine, customs, and a phone (IMEI)
- question.
- Add the people travelling with you. One group application covers at most
- 10 travellers.
- Submit, and keep the QR code. The immigration office in Medan describes it
- as a single code read by immigration, quarantine and customs officers on
- arrival, with no separate paper forms.
- If you need a visa on arrival, the portal sends you to it next: "Please
- apply for VOA after successfully submitting your arrival card." That step
- is paid. The card is not, and its QR screen says "Arrival Card is not a
- visa". Passengers on the visa-free list are asked to
- confirm the exemption and can download an e-Visa Exemption.
A submitted card can be corrected with "Change Data". The portal keeps a history of the last 90 days, with three statuses: Submitted, Used, Expired.
The card does not pay the Bali tourist levy, and nothing in the portal's code mentions it. The Rp 150,000 levy is a separate provincial payment, made through Love Bali and explained on the tourist levy page.
What each section asks
The portal splits the form into four parts: personal information, travel details, mode of transport, and a declaration. What the card must hold at minimum is set by Pasal 10 ayat (3) of Permenkumham 9/2024: name, date of birth, passport number, nationality, email address, purpose of arrival, address in Indonesia, length of stay, flight or vessel number, and country of departure.
The declaration is where most of the time goes.
Health
Four questions, quoted from the portal:
- "Do you currently have any of the following symptoms: fever, cough, runny
- nose, shortness of breath, sore throat, skin lesions/rashes, diarrhea,
- vomiting, bleeding, or yellowing of the skin/eyes?"
- "Have you had close contact with a person showing symptoms of influenza,
- Covid-19, Pneumonia, or Mpox, or contact with animals such as birds,
- rodents or primates within 21 days prior to your arrival in Indonesia?"
- "Have you visited any of the listed countries in Africa or Latin America
- in the past 6 days prior to your arrival in Indonesia?"
- The countries of origin, transit and any other visited in the 21 days
- before arrival, more than one allowed.
The summary can carry two flags: "With symptom(s) (Please report to the health officer)" and "History from an infected country".
Quarantine
One question: "Are you bringing any animals, fish, plants, and/or their processed products?" Beside it the portal cites Article 86 of Law No. 21 of 2019. That law, UU 21/2019, obliges anyone bringing them in to report them to a quarantine officer at the point of entry (Pasal 33 ayat (1)), and Pasal 86 sets the penalty for failing to, or for arriving without the country of origin's health certificate:
dipidana dengan pidana penjara paling lama 10 (sepuluh) tahun dan pidana denda paling banyak Rp10.000.000.000,00 (sepuluh miliar rupiah).
Up to 10 years in prison and a fine of up to Rp 10,000,000,000. "Paling lama" and "paling banyak" make both figures ceilings, not a tariff. The penalty attaches to undeclared goods, not to the card.
Customs
One gate question: "Do you carry goods that must be declared to Customs?" The list under it includes cash and payment instruments worth IDR 100,000,000 or more, personal goods bought abroad above the exemption, trade goods, temporary imports, re-imports, excise goods over the limit, and a prohibited list that names medicines next to narcotics and firearms. Each has its own page: cash, the duty-free allowance, and medicines. The card's own information panel repeats the USD 500 allowance and the ages, 21 for alcohol and 18 for tobacco.
A family can put its goods on one declaration. If a bag arrives later, the portal says: "please report it to the Customs Officer."
The duty to declare is Pasal 9 of PMK 203/PMK.04/2017. Ayat (1) makes declaring what you carry a duty, ayat (4) names the Customs Declaration, and ayat (6) allows it as electronic data, "paling lambat pada saat kedatangan", at the latest on arrival. All three are in the 2017 text. That the declaration now lives in this card rests on the customs service's own banner at ecd.beacukai.go.id/forms/bc22: "Mulai tanggal 1 September 2025, seluruh penumpang dan crew tujuan Indonesia wajib melakukan pengisian Customs Declaration melalui allindonesia.imigrasi.go.id".
Phones
The IMEI question carries its own caption: "(IMEI registration is not required for foreign visitors staying under 90 days.)" What that means for a local SIM is on the IMEI page.
The release says three days; the portal takes two
The official window is in days. The release of 31 August 2025:
Penumpang sudah dapat mengisi All Indonesia 3 (tiga) hari sebelum tiba di Indonesia sejak di negara asal dan pada saat mendarat.
Passengers can fill it in 3 days before arriving, from the country of origin, and on landing. Two things in that sentence get lost in the retelling. The anchor is arrival, not departure. And it opens a window rather than closing one: filing on landing is in the same sentence.
The portal enforces it as calendar dates. In the application code we read on 10 September 2026 (the build of 8 September), the arrival date picker offers four days, yesterday, today, tomorrow and the day after, and snaps any other date back into that range. "Today" is whatever date the device shows, not Bali time.
So for a 14 September landing the date is accepted on the 12th, 13th and 14th, and on the 15th for a late landing filed after midnight. On the 11th it is refused, although the 11th is three days before arrival. Whether the server also refuses other dates, we could not see.
Three of the five pages ranking for this card on 10 September 2026 give the window in hours, one of them as 72 hours before the flight. No official text we read uses hours, and the portal's code contains no "72 hours", "72 jam" or "3 days" in any text shown to the user. Hours also measure the wrong thing. On a phone set to Bali time, a card for a 06:00 landing on the 14th can be filed at 00:01 on the 12th, 53 hours 59 minutes ahead, and cannot be filed at 23:59 on the 11th, two minutes earlier.
Sites that charge for a free form
After a fake site appeared, customs said it again. DDTC News reported on 16 October 2025 that Bea Cukai Soekarno-Hatta had flagged indonesia.arrival.edocsllc.online, and quoted the office's account: "Pengisian All indonesia sepenuhnya gratis ya!" We read the report, not the original post.
Paid services, read on 10 September 2026, each describing itself on its own page:
handyvisas.com: "Our Services Fee From 49 USD", next to "Government fee 0- USD", and "not owned by, or affiliated with any government agency".
ecd-indonesia.com, from USD 20 to USD 160, with its own comparison line- "Government Portal (Free) · ECD Indonesia (From $20)".
travelindonesia-ecd.com, which asks visitors to "Pay our e-CD fee" and- states no amount on the landing page: "This is a private agency and is in
- no way affiliated with the government of Indonesia."
indonesiavisaonline.com: "We charge a service fee for this support."visa-indonesia.com, fifth in a US search for this card on 10 September- 2026, whose walkthrough ends by offering assistance for "a separate service
- fee".
The first three sell filing of the e-CD, the customs form the bc22 banner replaced with All Indonesia from 1 September 2025. On a search for the e-CD customs declaration, two of these paid lookalikes, handyvisas.com and ecd-indonesia.com, ranked next to the official site on the first page of results.
The regulation behind the card
The duty did not arrive with the app. Permenkumham No. 9 Tahun 2024, on the immigration examination of people entering and leaving Indonesia, has required an electronic arrival card of every foreigner since 16 June 2024, fifteen months before All Indonesia became compulsory in Bali. None of the five top results for this query cites it. Pasal 10:
(1) Setiap Orang Asing yang akan masuk Wilayah Indonesia harus mengisi kartu kedatangan secara elektronik. (2) Dalam hal pengisian kartu kedatangan sebagaimana dimaksud pada ayat (1) tidak dapat dilakukan secara elektronik, pengisian kartu kedatangan dapat dilakukan secara manual.
Every foreigner who is going to enter Indonesian territory must fill in the arrival card electronically. Where that cannot be done electronically, it may be filled in manually.
Ayat (2) is the answer to a dead phone or a portal that will not load. A manual card is a lawful card.
Ayat (4) leaves the filling procedure, specification and design of the card to the Director General of Immigration. The BPK record lists the regulation as Berlaku, with no amendment; it revoked Permenkumham 44/2015.
The article speaks of Orang Asing, foreigners. Indonesian citizens and crew are brought in by the directorate's releases, "setiap penumpang yang tiba dari luar negeri diwajibkan", and by the customs banner, not by this article. Pasal 89 ayat (4) of the same regulation adds foreigners who land in an emergency. Above it all sits UU 6/2011 Pasal 9 ayat (1), which requires every person entering or leaving to be examined by an immigration officer at the checkpoint. The statute does not name a card; the card feeds that examination.
The rollout ran in three steps: a trial at Soekarno-Hatta announced on 24 July 2025, for Indonesian citizens on Garuda flights; compulsory at Ngurah Rai, Soekarno-Hatta and Juanda airports and at ports in Batam from 1 September 2025; everywhere from 1 October 2025.
No fine for skipping it
We searched the regulation for "sanksi". It finds two clauses, and neither is about the card: sanctions on carriers, and Pasal 127 ayat (3), which lets an immigration officer sanction breaches of the queue rules against sunglasses, hats, phones, cameras and masks.
What skipping the card costs is time. The release of 1 October 2025 quotes the minister: "Tanpa itu, perjalanan akan lebih lama karena pemeriksaan harus dilakukan manual di konter." The same release says a filed card can mean "bahkan bisa menggunakan autogate imigrasi". That is a statement, not an eligibility rule.
What we could not establish
- The Director General's decision under
Pasal 10 ayat (4), which sets the - card's procedure and design. It is not on BPK, the immigration list of
- such decisions we tried did not load, and the ministry's legal database was
- not tried.
- How and where a manual card is issued at Ngurah Rai. No source we read
- says.
- Any regulation naming All Indonesia as the customs channel. Only the bc22
- banner and the 31 August 2025 release say so.
PER-5/BC/2025, on customs - notification formats, is a scan with no text layer and was not read.
- The legal basis of the health questions. We found no health ministry
- instrument. That the section replaced the SATUSEHAT Health Pass by name is
- widely repeated online, unsourced.
- A quarantine notice in the portal's code, announcing an import restriction.
- We could not establish its date, the instrument behind it or where it is
- shown, and found no Badan Karantina source, so we do not reproduce it.
- Whether the portal's server enforces the date window. The limit we read is
- in the code that runs on the phone.
- When a card turns "Expired", and whether one card serves a second entry.
- Whether transit passengers who stay airside must file. No official source
- says.
- That airlines refuse boarding without the QR code. Widely repeated online,
- unsourced.
- Bea Cukai Ngurah Rai's own notice of 21 October 2025. Its site refused the
- connection on 10 September 2026.

- Is the All Indonesia arrival card free?
- Yes. The Ditjen Imigrasi release of 31 August 2025 says 'Pengisian deklarasi kedatangan melalui All Indonesia bebas biaya.' The one payment inside the same portal is the visa on arrival, offered after the card is submitted, and that is a visa, not the card. Any fee a site charges to file it is that site's own service fee.
- How many days before arrival can I fill in the All Indonesia card?
- In practice two calendar days ahead, or on landing. The release of 31 August 2025 says '3 (tiga) hari sebelum tiba', but the portal's code, read on 10 September 2026, accepts an arrival date only from yesterday to the day after tomorrow on the device's calendar: a 14 September landing can be filed from 12 September, not the 11th.
- What happens if I arrive in Bali without an arrival card?
- No fine for the card itself. Permenkumham 9/2024 attaches no sanction to Pasal 10, and the immigration release of 1 October 2025 names the cost: a slower, manual check at the counter. Undeclared goods or cash carry their own penalties, such as UU 21/2019 Pasal 86 for animals and plants. Pasal 10 ayat (2) makes a manually filled card lawful when electronic filing cannot be done.
- Do I still need the e-CD customs declaration for Bali?
- No. Since 1 September 2025 the customs declaration sits inside the All Indonesia card. The banner on ecd.beacukai.go.id/forms/bc22 sends every passenger and crew member to allindonesia.imigrasi.go.id, and the immigration release of 31 August 2025 says the separate e-CD is no longer needed.
- Can one arrival card application cover my whole family?
- Yes, up to 10 people. The portal states 'The limit for group arrival applications is only 10 travellers.' A family's goods can also go on a single customs declaration: 'Anda dapat menyampaikan barang bawaan keluarga Anda dalam 1 (satu) dokumen Customs Declaration.'
- Is the arrival card a visa on arrival?
- No. The portal's QR screen says 'Arrival Card is not a visa'. Passengers who need a visa on arrival are sent to apply and pay for it after submitting the card, in the same portal. Visa-free passengers confirm the exemption and can download an e-Visa Exemption instead.
- Can I change my arrival card after submitting it?
- Yes. The portal has a 'Change Data' function and asks that details match the passport. It shows submissions from the last 90 days, with the statuses Submitted, Used and Expired. What makes a card expire is not stated anywhere in the portal's text.
- Should I use the All Indonesia app or the website?
- Either. The immigration directorate names both channels. The app store listings, seen in search results, give the publisher as Direktorat Jenderal Imigrasi. handyvisas.com, ecd-indonesia.com and travelindonesia-ecd.com, which charge to file, each state they are not government sites.
