How do you extend a Visa on Arrival in Bali?

Up to 30 more days for Rp 500,000, once, with 60 days as the ceiling. Filing opens at the earliest 14 days and closes when the permit expires. e-VOA at evisa.imigrasi.go.id, sticker VOA at an immigration office; either way you attend in person for a photo and interview. (verified 17 August 2026)

Nine of the pages ranking for this question were fetched on 17 August 2026 and searched for the name of the regulation that governs it. Permenkumham appeared zero times. So did Pasal 97, 22 Tahun 2023, 11 Tahun 2024, PP 45 and wilayah kerja. The rule is four articles long and it is public.

The fourteen days are an earliest, not a deadline

Pasal 97 ayat (2) of Permenkumham No. 22 Tahun 2023, as replaced by Permenkumham No. 11 Tahun 2024:

Permohonan perpanjangan Izin Tinggal Kunjungan sebagaimana dimaksud pada ayat (1) dapat diajukan paling cepat 14 (empat belas) Hari dan paling lama sebelum Izin Tinggal Kunjungan berakhir.

Paling cepat means at the earliest. The article puts a floor under how early you may file and a ceiling at the expiry of the permit itself. Read as a deadline, which is how balivisas.com prints it, it turns a fourteen day window into a fourteen day emergency.

There is an honest gap in that sentence, and it is the ministry's, not ours. The anchor for the fourteen days is never printed. Fourteen days before expiry and fourteen days after the entry stamp are both grammatical readings, and on a 30 day permit they differ by two days: the window opens on day 16 under one reading and day 14 under the other. The Directorate General of Immigration repeats the same elliptical sentence on its own stay permit page, and so, word for word, do the Bogor and Semarang immigration offices. No official text we found resolves it.

One contrast in the same article is the only clue. Ayat (5) opens the window paling cepat pada hari diberikannya Tanda Masuk, on the day of the entry stamp, for nationals covered by a reciprocity agreement. That tells you ayat (2) opens later than day one. It does not tell you from where.

Two further clauses remove the reason people cut it fine. Pasal 97 ayat (3): an application filed and paid for before the permit expires is not counted as overstay if processing runs past the expiry date. Ayat (4): the new permit runs from the day after the old one ends. Filing on day 16 rather than day 29 costs you nothing. You do not lose the tail of the first thirty days.

Since 29 May 2025 you go to the office

This is the sentence that dates the market's advice. On 28 May 2025 the Directorate General of Immigration published a press release announcing Surat Edaran Nomor IMI-417.GR.01.01 Tahun 2025, effective the following day:

WNA di Indonesia wajib melakukan pengambilan foto dan wawancara di kantor imigrasi saat mengajukan perpanjangan izin tinggal ... Prosedur ini juga berlaku bagi WNA pemegang visa on arrival (VoA).

Photo and interview at the immigration office, compulsory, Visa on Arrival holders named explicitly. The online step survives: you register the application and upload documents at evisa.imigrasi.go.id first. What ends there is the idea of an extension that never leaves your phone.

atlys.com still tells readers there is "no need to visit an office". investinasia.id sells the online route on "zero office visits". Both have been wrong since 29 May 2025, which is fourteen months at the date of this page. Two Bali offices say the opposite in their own words: Singaraja writes that the applicant wajib melakukan pengambilan foto dan wawancara di kantor imigrasi, and the Ngurah Rai service standard makes biometric photo capture step two of nine.

The exemption is in the same press release and appears on no competitor page we read. Elderly applicants, people with disabilities, pregnant women, women who are breastfeeding and urgent cases may do the whole thing walk-in, registration through payment, at the office and with staff assistance.

The reason the release gives is misuse of stay permits and weak oversight of the Indonesian sponsors who vouch for foreigners. The number it prints beside that is its own enforcement record, and it is worth reading for what it counts: administrative actions taken rose from 1,610 in January to April 2024 to 2,201 in the same months of 2025, up 36.71 percent. Actions taken, not offences committed.

Note what this instrument is. A circular, not a regulation. It is not published on peraturan.bpk.go.id, we have not obtained its text, and everything above comes from the Directorate General's own press release and from the circular's citation as binding legal basis in a Bali office document of April 2026. The procedure on this page can therefore change without anything changing on the regulation portal.

Which office, and it is not the nearest one

Pasal 98 ayat (1) sends the application to the head of the immigration office yang wilayah kerjanya meliputi tempat tinggal Orang Asing yang bersangkutan, whose working area covers where the foreigner is staying. Not the nearest, not the airport, not the one with the shortest queue.

The ministry's B1 page splits the channel by what you hold. An e-VOA is extended online at evisa.imigrasi.go.id or at indonesiavoa.vfsevisa.id, its named partner; a non-electronic sticker VOA is extended di kantor imigrasi terdekat dari domisili anda, at the office nearest your domicile. Nearest and covering are not the same test, and the test with an article number behind it is the one in Pasal 98.

Ngurah Rai's signed service standard, printed page 5, states its working area as exactly three kecamatan: Kuta Utara, Kuta and Kuta Selatan. Kuta, Legian, Seminyak, Kerobokan, Jimbaran, Uluwatu and Nusa Dua fall inside those three, and so does the Jimbaran office itself. visastation.id tells its readers that Denpasar covers "Sanur, Canggu and central areas".

Canggu is where the boundary gets interesting, because the name is sold wider than it is drawn. Desa Canggu and Tibubeneng are in Kecamatan Kuta Utara, which is Ngurah Rai's. Pererenan, Munggu and Cemagi, which every rental listing calls Canggu, are in Kecamatan Mengwi, which the December 2025 announcement puts in Denpasar's working area. We could not close that boundary at an official source today, and the practical test is not the name of the neighbourhood: it is the kecamatan of the address you put on the application.

Singaraja publishes its own working area: Buleleng, Jembrana and Karangasem. Denpasar's working area page returns HTTP 500, so the best record we have is the Director of Visas and Travel Documents, Eko Budianto, quoted by ANTARA Bali on 2 December 2025: Denpasar city, the northern Badung kecamatan of Abiansemal, Mengwi and Petang, then Gianyar, Klungkung, Bangli and Tabanan. Ubud, Sanur and Denpasar file at Renon, where the stay permit counter runs 08.00 to 12.00 WITA and photograph queue numbers stop at 11.00.

The same December 2025 announcement covers two new offices, Kantor Imigrasi Kelas III Non-TPI Tabanan and Klungkung, targeted at 2026. Their subdomains exist and return the ministry's maintenance page. Bali is no longer a three office island on paper, and the jurisdiction map above is the one that will move first.

What Ngurah Rai asks for, and Singaraja does not

Pasal 98 ayat (1) huruf b requires a sponsor guarantee dalam hal pada saat mengajukan permohonan Visa menggunakan Penjamin, only where the visa application used a sponsor. The ministry's own B1 page says the Visa on Arrival needs none: Anda tidak membutuhkan penjamin/sponsor untuk mengajukan visa ini. On the face of the national rule, a VOA holder owes no sponsor letter.

The service standard of the Ngurah Rai office, SK No. WIM.20-7023.UM.01.01 Tahun 2026 of 15 April 2026, electronically signed, lists seven requirements for PERPANJANGAN VISA ON ARRIVAL (VOA) on its printed page 45: passport scan, photo file, a bank statement of at least USD 2,000, an application letter, a sponsor letter, the sponsor's Indonesian ID card, and a return ticket.

On the north coast the same list is shorter. Kanim Singaraja publishes five documents for a VOA extension: original passport, passport copy, copy of the return ticket, copy of the visa, and form Perdim 23. No bank statement. No sponsor letter. No sponsor's ID card.

Both offices are official and they do not ask for the same things, which tells you what kind of rule this is. The document requirement is set office by office, below the level of the regulation, and the one that governs you is the one published by the office whose working area covers your address. The amount behind the USD 2,000 is attributed in the Ngurah Rai standard to Keputusan Direktur Jenderal Imigrasi Nomor IMI-943.GR.01.01 Tahun 2024 on living costs, which we have not been able to read at source. So the requirement is documented for that office; the legal basis for the figure is asserted, not verified. This divergence is the most plausible published explanation for why the Bali extension market is dominated by agencies.

Behind the counter, the same standard lists what the officer checks: Cekal, Interpol, and your border crossing history. Three working days from receipt of payment, under Pasal 99 ayat (2). And Pasal 100 ayat (3) and (4) give you two days to complete a missing document before the application is refused, which on a permit measured in days is the sharpest edge here.

Sixty days, and why there is no second extension

Pasal 82 ayat (1) gives the VOA stay permit paling lama 30 (tiga puluh) Hari from the date of the entry mark. A maximum, not a promise. Pasal 95 ayat (7), as amended in 2024, adds at most 30 days more, counted from the expiry of the current permit, dengan ketentuan keseluruhan Izin Tinggal di Wilayah Indonesia tidak lebih dari 60 (enam puluh) Hari.

Nobody states the mechanism, so here it is. The regulation never says "you may extend once". It sets a per extension maximum of 30 days and a total ceiling of 60. A second extension is impossible because the first one already reaches the ceiling. The immigration service renders the consequence as hanya diberikan sekali, once only, and that is a correct restatement of a cap.

Visa free entry is a different regime and cannot be extended at all. Pasal 84: at most 30 days from the entry mark, tidak dapat diperpanjang.

Sixteen nationalities hold that right, and the Ngurah Rai office attributes all sixteen to Perpres 95/2024, effective 12 August 2025. The attribution is loose in a way worth knowing. Perpres 95/2024 Lampiran huruf A lists thirteen: Brunei, the Philippines, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, Vietnam, Timor Leste, Suriname, Colombia and Hong Kong. Türkiye, Brazil and Peru were added by Permenimipas No. 10 Tahun 2025, signed 12 August 2025, which is where that date actually comes from.

Here is the trap, and it applies to all sixteen. Every visa free nationality also appears on the 97 entry list of countries that may buy a Visa on Arrival, published on the same page. The same passport can produce an extendable stay or a non-extendable one depending on what was issued at the counter, and only one of the two can be turned into sixty days.

What the state charges

Rp 500,000 for the visa, under PP 45/2024 Lampiran angka III huruf B angka 1 huruf c, per person. Rp 500,000 for the extension, Lampiran angka III huruf C angka 1 huruf c, per application. Sixty days in Bali on a VOA therefore costs Rp 1,000,000 to the national government, plus the Rp 150,000 provincial tourist levy, which the extension does not re-trigger, but which is owed per entry, so a trip to Lombok and back does. Both immigration figures were read on 17 August 2026 and are set in rupiah, so any dollar price is a conversion with a date on it. Verification fee on a B1: Rp 0.

Missing the deadline is priced elsewhere and it is not close. Rp 1,000,000 per day, under Lampiran angka VI huruf A angka 1 of the same regulation, covered in what happens if you overstay.

On 12 August 2026 the Director General of Immigration, Hendarsam Marantoko, told a media briefing of a planned rise to Rp 750,000 for an e-VOA applied for before travel and Rp 1,000,000 on arrival. That is reported speech, carried by ANTARA on the day; we hold no instrument behind it, and no regulation has been issued. Until one is, the price is Rp 500,000, and a page quoting the higher figures is quoting a plan.

The bridging permit is a transition, not a third month

Pasal 94A, inserted in 2024, creates a bridging stay permit, and holders of a VOA stay permit are the first category named in ayat (2). The e-Visa portal advertises it as live. Read ayat (1) before planning around it: the permit is granted dalam rangka peralihan Izin Tinggal Keimigrasian, for the transition from one stay permit to another. The ministry's B1 page says the same in plain words, dapat dialihkan menjadi izin tinggal lain. It is the bridge to a different permit class, and it is not a way to buy a third holiday month.

Its window is worth reading slowly, because the construction is easy to invert. Ayat (4): diajukan dalam jangka waktu paling lama 3 (tiga) hari sebelum Izin Tinggal yang dimiliki berakhir. Within a period of at most three days before the permit ends. That is the final three days, a window that opens three days out, and ayat (5) protects an application filed and paid inside it from overstay, which would be meaningless if the door had already shut.

What we could not establish

  • The text of Surat Edaran IMI-417.GR.01.01 Tahun 2025. It is not on
  • peraturan.bpk.go.id, and Hukumonline paywalls it. What the circular
  • requires is established here through the Directorate General's press release
  • and through its citation in the Ngurah Rai standard, both official, neither
  • the instrument itself.
  • What the fourteen days of Pasal 97 ayat (2) are counted from. The ellipsis
  • is in the regulation and in every official restatement of it we found.
  • Keputusan Dirjen Imigrasi IMI-943.GR.01.01 Tahun 2024, named by the Ngurah
  • Rai standard as the source of the USD 2,000 living cost figure. Not found at
  • source.
  • What the Denpasar counter asks for. Its service pages return HTTP 500 and no
  • service standard PDF was found for that office. Ngurah Rai and Singaraja
  • already publish different lists for the same procedure, so we are not going to
  • guess the third from either of them.
  • Whether Tabanan and Klungkung are taking applications, and what working areas
  • they have been given. The subdomains return the ministry's maintenance page.
  • Which kecamatan the western edge of Canggu files in. Pererenan, Munggu and
  • Cemagi are in Mengwi on the civil map and Mengwi is listed with Denpasar,
  • but no immigration office publishes a village level boundary.
  • Permenimipas No. 14 Tahun 2025 of 17 December 2025, on zero rate tariffs
  • and Biaya Beban. It touches the head that carries the overstay charge, and
  • the published PDF is truncated at 4 of 18 pages. Nothing here is drawn from

  • One official page disagrees with another on fees. The stay permit page at
  • imigrasi.go.id prices a 60 day visit stay permit at Rp 2,000,000 and a 180
  • day one at Rp 6,000,000, where PP 45/2024 and the Ngurah Rai fee table give
  • Rp 1,000,000 and Rp 2,000,000. The 30 day row, the only one this page needs,
  • is Rp 500,000 on every source. We have found nothing reconciling the rest,
  • and we do not cite that page as a fee table.

One page in the nine we checked, a visa agency, names both the circular and the USD 2,000 bank statement. The facts are obtainable. Eight pages did not obtain them.

Do I have to apply 14 days before my visa expires?
No. Pasal 97 ayat (2) says paling cepat 14 hari, at the earliest 14 days. It is the opening of the window, not a deadline. The only deadline in the article is the expiry of the stay permit itself, and the pages that print the fourteen days as a cut-off have inverted the operator.
Can an e-VOA be extended without going to the immigration office?
Not since 29 May 2025. The immigration service's own press release of 28 May 2025 announced Surat Edaran IMI-417.GR.01.01 Tahun 2025, which makes a photo and an interview at the office compulsory for every stay permit extension and names Visa on Arrival holders explicitly.
Which immigration office covers Canggu?
Jurisdiction runs by kecamatan, and the address on your application decides. The Ngurah Rai office at Jimbaran holds Kuta Utara, Kuta and Kuta Selatan under its standard signed 15 April 2026, and desa Canggu and Tibubeneng sit in Kuta Utara. Pererenan, Munggu and Cemagi, often sold as Canggu, sit in Mengwi.
How much does a VOA extension cost?
Rp 500,000, set by PP 45/2024 Lampiran angka III huruf C angka 1 huruf c and repeated by the Ngurah Rai fee table and service standard. That is the whole of the state price. Agency quotes of Rp 850,000 to Rp 1,300,000 are the state fee plus a service charge.
Can a Visa on Arrival be extended twice?
No. Pasal 95 ayat (7) caps each extension at 30 days and total stay in Indonesia at 60 days, so the first extension already reaches the ceiling. The stated reason matters: it is a cap on total stay, not a rule against a second application.
Can a visa free entry be extended in Bali?
No. Pasal 84 gives a visa free visit stay permit at most 30 days from the entry mark and states tidak dapat diperpanjang, it cannot be extended. All sixteen visa free nationalities may also buy a Visa on Arrival, so what was issued to you at the counter decides whether sixty days is available.
