How to Apply for the Bali e-VOA, on the Two Sites Immigration Names

How do you apply for the Bali e-VOA?
If your passport is on the e-VOA list and not visa-free, apply at evisa.imigrasi.go.id, or indonesiavoa.vfsevisa.id for IDR 230,000 over the state fee. Upload passport, photo and return ticket; the state portal caps files at 200 kb and wants payment within 120 minutes. (verified 10 September 2026)

The Directorate General of Immigration answers "where" in one sentence on its B1 page: mengajukan permohonan melalui evisa.imigrasi.go.id atau dapat melalui indonesiavoa.vfsevisa.id. Apply through the first, or through the second. No third address is named.
Check first that you need one. Nineteen countries and territories enter without a visa, and they are on the visa-free list. Eighteen of the nineteen, all but Macao, are also on both published e-VOA nationality lists, so a passport's presence on an e-VOA list does not mean the visa is required. Visa-free entry is at most 30 days and cannot be extended; for a longer stay, the e-VOA has to be chosen before entry (see the visa-free list).

VFS's own page, undated and read on 10 September 2026, shows a single figure in its price box: IDR 730,000. The split sits lower, in the FAQ: an e-VoA fee of IDR 500,000 and a VFS service fee of IDR 230,000. The IDR 500,000 is the state tariff, and it has not moved: PP 45/2024 was still in force on 10 September 2026, and the rise announced on 12 August has no instrument yet. The tariff and its history are on what you pay to enter Bali. Nothing on the VFS home page says the state's portal sells the same visa for the state fee alone.
VFS opened the partner channel on 20 January 2025, according to its own media release. One route exists only on the state portal: apply online, pay on arrival. It is described further down.
Applying on evisa.imigrasi.go.id, step by step
These steps follow the portal's own "General Information" page for the e-VOA and its visa-selection wizard, both read in a browser on 10 September 2026.
- Type the address yourself:
evisa.imigrasi.go.id. Sites built to look like - it rank for the same searches.
- Create an account and activate it. The portal says the account "must be
- confirmed within one hour". Its information page says each visa "must be
- submitted by the respective account"; its home page says an application
- "can be done simultaneously for 5 people". The portal does not reconcile
- the two.
- Start the wizard at
/web/visa-selection: passport country, then purpose, - then the sub-purpose "Tourism, Family Visit, and Transit", then the stay.
- The passport dropdown is not an eligibility check. It serves every visa
- type, and on 10 September 2026 it offered 221 entries, among them
- Bangladesh, Pakistan and "Unspecified Nationality", none of which is on
- either published e-VOA list. We did not test whether the wizard withholds
- the tourist visa once such a country is picked.
- Fill in the three sections the portal names: visa type, arrival
- information, and residence information in Indonesia. The address where you
- will stay goes in the last one.
- Upload the passport biodata page and a passport photo, each in JPG, JPEG or
- PNG and no larger than 200 kb. The B1 page adds the return or onward ticket
- to the uploads.
- Check every field against the passport before you pay. After issue, "none
- of the information can be changed", there is "no refund", and a visa that
- does not match the passport is invalid. The only fix is a new application.
- Pay within 120 minutes of the confirmation page. The portal takes
- Mastercard, Visa and JCB with 3D Secure, and its home page also names
- SIMPONI. "The card is not required to be under your name." Card payments
- carry an extra fee "according to the financial institution's regulations",
- and the portal prints no amount.
- Download the visa. A link goes to your email, and the B1 page says the
- system sends it
dalam waktu 1x24 jam, within 24 hours.
At the border there is no sticker to collect. The portal's information page still warns that "Issuance of Visitor Visa does not guarantee entry to Indonesia": the officer decides. Its home page carries a banner for the arrival card, a separate filing due within three days before arrival and free of charge, covered on the arrival card page.
The tourist levy is a third obligation, owed to the province, not to Immigration: IDR 150,000 per person, payable before, during or on leaving Bali. Who pays and how is on the tourist levy page.
On VFS, the application starts from "Start Application", runs in three steps on VFS's own site, and asks for a photo, the passport and a return ticket. VFS promises the e-VOA "in 24 hours". Its page states no file-size limit and no payment window; the 200 kb and the 120 minutes above are the state portal's.
Documents to prepare

- passports the two pages disagree. The B1 page admits them with twelve months

- A payment card, which can be someone else's.
The third attachment in the regulation, proof of payment, huruf c, is produced by the system when you pay. The regulation names no photo and no address. Those are the portal's requirements, and the list above follows the portal.
No bank statement. Neither the regulation nor the portal asks for one for the e-VOA. The USD 2,000 figure attached to it on agency pages comes from the Ngurah Rai office's standard for extending a stay, set out on the extension page.
Three routes in the regulation, where the market sees two
Pasal 27 ayat (3), re-enacted by the 2024 amendment with no change of substance we could find:
Permohonan sebagaimana dimaksud pada ayat (1) dilaksanakan dengan mekanisme: a. pengajuan permohonan Visa dan pembayaran biaya imigrasi dilaksanakan di luar negeri; b. pengajuan permohonan Visa dilaksanakan di luar negeri atau sebelum pemeriksaan keimigrasian dan pembayaran biaya imigrasi dilaksanakan di Wilayah Indonesia; atau c. pengajuan permohonan Visa dan pembayaran biaya imigrasi dilaksanakan di Wilayah Indonesia.
Apply and pay abroad; apply abroad or before the immigration check and pay in Indonesia; apply and pay in Indonesia.
Route (a), apply and pay abroad, is the e-VOA of the steps above. Route (b) is the one none of the seven pages returned for this query describes. The B1 page calls it Permohonan Pra Kedatangan dan Pembayaran Saat Kedatangan, applied for through evisa.imigrasi.go.id only, not through VFS, and finished at the visa counter on arrival. The B1 page's own description of that route still has the applicant paying by card, and we could not establish how it differs in practice from paying online. Route (c), at Bali, is the Ngurah Rai counter: the office's page has the visa applied for saat kedatangan and paid pada konter bank.
Delivered electronically, since 3 May 2024
Pasal 27 ayat (6), as replaced by Permenkumham No. 11 Tahun 2024:
Visa kunjungan saat kedatangan sebagaimana dimaksud pada ayat (5) disampaikan secara elektronik dan diberikan Tanda Masuk elektronik sesuai dengan ketentuan peraturan perundang-undangan.
For routes (a) and (b), ayat (4) issues the proof of payment electronically and ayat (5) makes it the basis for the visa, which is then delivered electronically with an electronic entry mark. Ayat (7) puts a sticker in the passport for route (c) only. The 2023 text said only diberikan Tanda Masuk elektronik; the words on electronic delivery took effect with the 2024 amendment on 3 May 2024. The e-VOA itself is older. It has run since 10 November 2022 under SE IMI-0764.GR.01.01 Tahun 2022, according to the Directorate General's press release of 6 December 2022.
balievoa.com tells applicants the document "is not yet an official visa - you are still required to obtain a visa approval stamp". For a visa applied for and paid abroad, ayat (6) says otherwise, and that is the kind of sentence that pushes a traveller to pay twice.
Ninety days of validity, and a fourteen-day sentence with two readings
The B1 page: Masa berlaku visa kunjungan saat kedatangan elektronik (e-voa) adalah 90 hari sejak diterbitkan. An e-VOA not used within those ninety days lapses, and a new application is needed. The same page adds masa berlaku visa berbeda dengan masa tinggal: validity is not the stay. The stay runs from the entry mark under Pasal 81 ayat (2), and its length and extension are on the extension page. The ninety days are the Directorate General's statement on its own page. No article of the regulation prints them.
The portal's FAQ puts the start elsewhere: validity "begins from the date specified in your application". The B1 page says from issue. No rule text settles which one governs.
On timing, the FAQ says: "You can apply for Visitor Visa 14 days before your travel. However, you are advised to create an Visitor Visa request at least 48 hours before your departure." It does not say whether fourteen days is the earliest date, the latest, or a suggestion, and it sits beside a validity that would allow an application ninety days out. We print both sentences and do not choose. The 48 hours is advice, and the only timing on the portal with one reading.
Telling the portal from a lookalike
The portal carries its own warning: "There are numerous websites which claim to assist users in receiving Indonesian Visitor Visa in return for a service charge. These websites are not endorsed by or associated with the Indonesian government." Four checks, each resting on a source:
- The address.
evisa.imigrasi.go.idorindonesiavoa.vfsevisa.id. The B1 - page names nothing else.
- The price. The state fee is IDR 500,000. The portal adds a card fee whose
- amount it does not publish; VFS adds IDR 230,000. A site charging its own
- service fee on top is an agency, whatever its title says.

The state's own warning points to an address that no longer exists
On 6 December 2022 the Directorate General declared www.indonesia-evoa.com fake, dibuat oleh oknum-oknum tidak bertanggung jawab untuk mengeruk keuntungan, built by irresponsible individuals to make money, in a release quoting the acting Director General, Widodo Ekatjahjana. The same release names molina.imigrasi.go.id as the only official site. It is still published, last updated 17 January 2024.
On 10 September 2026 a DNS lookup for molina.imigrasi.go.id returned NXDOMAIN. The hostname does not exist. Molina is the platform's former name. The current portal still loads a stylesheet from a folder called molina and embeds a chat widget served from molina-botview.imigrasi.go.id. At least one guide ranking for this query, published by a local news site in December 2025, still sends readers to the dead address.
The site the release called fake is alive. WHOIS dates the registration of indonesia-evoa.com to 10 November 2022 at 08:33:20 UTC, the day the e-VOA went live. On 10 September 2026 it answered HTTP 200, now with a line saying it "is not affiliated with the Government or its sponsors".
Three more domains share a birth date. balievoa.com, e-visa-indonesia.com and evisa-bali.com were registered on 17 May 2023 between 11:38:01 and 11:38:02 UTC, at the same registrar, 101domain GRS. Registration within one second of each other links them. It does not prove one owner, and this page claims none. evisa-bali.com describes its product as "a multiple-entry visa" that "remains valid for 5 years"; the B1 page says untuk satu kali masuk, single entry, valid ninety days from issue. onlinevisaindonesia.com was registered on 25 June 2025.
Immigration warned again on 30 May 2026, as relayed by detik.com: Jangan mudah percaya dengan website yang menggunakan nama, logo atau tampilan yang menyerupai situs resmi Imigrasi, do not readily trust sites using a name, logo or look resembling Immigration's. That relay names imigrasi.go.id and evisa.imigrasi.go.id. We did not find the original on the Directorate General's own press page.
bali.live reported on 31 March 2026 that genuine applicants had received emails demanding payment for a "mandatory arrival card", carrying their real names and application numbers. The report quotes no official, and we have not confirmed it. The arrival card costs nothing.
Where the official pages disagree
- Eligible nationalities. The portal's own list counts 87.
- The Directorate General's list
- has 97, the figure VFS also uses. No page we read says which governs, and
- the wizard's dropdown, with 221 entries, does not settle it.
- Emergency and temporary passports. Admitted with twelve months on the B1
- page, "not eligible" on the portal's information page.
- Bali checkpoints. The portal's information page lists Ngurah Rai airport
- and the seaports of Benoa, Padang Bai and Celukan Bawang. The FAQ on the
- same page says e-VOA entry is "only" through Soekarno-Hatta and Ngurah Rai.
- A traveller flying into Ngurah Rai is covered by both.
- Fees. The portal's FAQ asks "Why is there a service fee?" and answers that
- it covers "the cost of international operations". The B1 page prints

Biaya Verifikasi Rp 0. Whether that service fee is the card fee or a - separate charge is not stated anywhere we read.
- Timing and group applications, both covered above.
What we could not establish
- The live form, field by field. The published list has three headings; the
- fields behind them need an account, and we did not walk them. Agency claims
- that the form asks for occupation, employer and monthly income are
- unverified.
- The card fee. Its existence is on the portal. Figures near IDR 25,000
- circulate on blogs, unsourced.
- How route (b) works at a Bali counter in practice.
- Which nationality list governs, and whether the wizard refuses the tourist
- visa to a passport on neither list.
- The status of
Permenkumham 44/2015, which the portal cites for passport - validity,
Pasal 22 ayat (1) huruf b, and refusal of entry,Pasal 106. -
Pasal 205ofPermenkumham 22/2023does not repeal it; we did not check - whether anything else has.

- Is indonesiavoa.vfsevisa.id an official e-VOA site?
- Yes. Immigration's B1 page names it as the alternative to evisa.imigrasi.go.id, and VFS Global calls itself the Directorate General's official partner. It costs more: IDR 730,000 on its own page, read on 10 September 2026, which is the IDR 500,000 state fee plus a VFS service fee of IDR 230,000 including taxes.
- How far ahead should I apply for the e-VOA?
- The e-Visa portal says you 'can apply for Visitor Visa 14 days before your travel' and advises applying at least 48 hours before departure. It does not say whether 14 days is the earliest or the latest date. Immigration's B1 page makes the e-VOA valid for 90 days from issue, and no rule text reconciles the two.
- Do I need to get my e-VOA stamped on arrival?
- No. Pasal 27 ayat (6) of Permenkumham 22/2023, as replaced in 2024, has the e-VOA delivered electronically with an electronic entry mark. A visa sticker belongs only to the route where you apply and pay on arrival, ayat (7). The portal adds that an issued visa does not guarantee entry: the officer decides.
- Can I correct a mistake on my e-VOA after it is issued?
- No. The e-Visa portal says that once the visa is processed none of the information can be changed, and there is no refund. A visa whose details do not match the passport is invalid, so the only fix is a new application. Check every field against the passport before paying.
- Does the payment card have to be in my name?
- No. The e-Visa portal states that the card is not required to be under the applicant's name. It takes Mastercard, Visa and JCB, and warns that card payments carry an additional fee set by the financial institution. It publishes no amount for that fee.
- Does a baby need its own e-VOA?
- Yes. The e-Visa portal states that each traveller must hold a separate visa, including infants and children. A child travelling on a parent's passport still needs an e-VOA of its own.
- Can one account apply for a whole family?
- The portal answers both ways. Its home page says an e-VOA application 'can be done simultaneously for 5 people'. Its information page says each visa 'must be submitted by the respective account'. Nothing on the portal reconciles the two sentences.
- Do I need a bank statement to apply for the e-VOA?
- No. Neither Pasal 27 of Permenkumham 22/2023 nor the e-Visa portal asks for one. The attachments are the passport, a return or onward ticket and proof of payment, plus the portal's photo. The USD 2,000 statement some agencies list belongs to the Ngurah Rai office's standard for extending a stay.
